New Paltz, New York — More than 350 U.S. students took part in a demonstration Friday outside the SUNY New Paltz Student Union Building where student leaders used a bullhorn from the rooftop to rally the gathering on the concourse below. University police dispersed student leaders from the roof which was followed by more than 100 students storming the Haggerty Administration Building (HAB).

During the 2004–2005 academic year, students lobbied for a $10 million renovation project for their Student Union Building, which has not been renovated since its construction more than 30 years ago.

HAB spokesman Eric Gullickson said that the supplemental appropriation for the project is the largest in the history of the college and that the six-member advisory committee includes three students but that; “the Student Association, which was offered the first seat on this committee, declined the opportunity,” Gullickson said.

Student leaders, including Student Body President R.J. Partington III and Student Senate ChairJustin Holmes, who played a role in organizing this demonstration, testified during the Spring 2005 semester before the New York State Assembly Committee on Higher Education, eventually winning the renovation project. Holmes says that Gullickson’s assertions are; “an out-and-out lie. The SA was never offered such a seat. We were offered 1 seat on a seven seat committee, with the administration selecting the other six members.”

The major arguments for a capital project on the Student Union Building were that it:

  • did not accommodate organizations and organization office needs
  • lacked crucial technology for student mobilization
  • was built for a student population less than half the size of 2005, and
  • was one of the longest standing Student Unions in the SUNY system which had not undergone a renovation

During the Fall 2005 semester the HAB claimed that it would oversee the renovation project, citing the need for a larger lobby and bookstore.

The Kingston Daily Freeman reported:

The crystallizing issue for the demonstration was the upcoming $10 million renovation of the Student Union building. The renovation, scheduled to begin in about two years, will be the first major change to the building since it was built 34 years ago, according to college spokesman Eric Gullickson, who said the supplemental appropriation for the project in the state budget is the largest in the college’s history.

Gullickson also said that a six-member committee had been formed to guide the design process, but student leaders, including Partington, were told that the proposed committee would be seven members, including four non-students and two students who were appointed by the HAB.

“No matter the size and makeup of the HAB’s so-called renovation committee, it has nothing to do with the actual renovation process, which will be administered by a student committee, with input from other parties of course considered,” responded Holmes.

During the Fall 2005 semester, Student Body President R.J. Partington III attempted to negotiate with Administrators, including HAB President Steven G. Poskanzer, over the project.

The HAB refused to concede to student demands.

At this point, the Student Senate passed legislation proclaiming that the project would be overseen by a committee where students constitute a majority, and Partington announced that he “did not recognize and would not sit on” any committee that did not meet the needs of students.

Vice President of Acacdemic Affairs & Governance, Stephanie Adika said, “If the HAB won’t even listen to us about our own building, how are they going to listen to us about all the other problems the students have with SUNY New Paltz.”

Dr. Stephen Schoenthaler, a Professor of Criminal Justice at the California State University in Stanislaus, has long argued that there is a link between a healthy diet and decreased aggressive behaviour, as well as with increased IQ and school performance.

Dr. Schoenthaler is well-known for a youth detention center study where violations of house rules fell by 37% when vending machines were removed and the cafeteria replaced canned food by fresh alternatives. He summarizes his findings by saying that “Having a bad diet right now is a better predictor of future violence than past violent behaviour.” In a very large test, Schoenthaler directed a study in meals at 803 New York City schools, in low-income neighbourhoods, finding that the number of students passing final exams increased by 16%.

Critics have questioned some of Dr. Schoenthaler findings, due to the lack of placebo control groups. However, more recent work by Dr. Bernard Gesch, a physiologist at the University of Oxford, has placed some of the work on a more scientific footing. Dr. Gesch found that nutrition supplements produced a 26% drop in violations of prison rules over a placebo, and a 37% decrease in violent offences. The Netherlands has embarked on a wider scale dietary research program in 14 prisons.

The short term behaviour consequences of ingesting sugar are well understood: an initial burst on energy, followed a sugar low in which your body produces adrenalin, which makes you irritable and explosive. However, Schoenthaler and Gesch suggest that there are long term impacts over and above the short term consequences of blood sugar variations.

The Pennsylvania Motor Vehicle Financial Responsibility Law, also called MVFRL, requires all motor vehicle owners to keep their automobiles insured. With all the many different types of coverage available, it could be very difficult to decide exactly what you need to have and what you want to have. To help you sort out the different types of Pennsylvania auto insurance coverage, here is some help with the definitions.

– Liability Coverage. Liability coverage is mandatory under Pennsylvania laws. This means that your insurance policy should include liability coverage before you will be allowed to operate your vehicle. This type of coverage insulates you from claims by other people. For example, in the event that you cause an accident to happen, and you have liability coverage, your insurance will pay for the injury that you caused to other parties. There are also different types of liability coverage, including bodily injury claims and damage to property. The first one applies against injury to other people, and the second one applies to damage that you may cause to the property of other people.

What happens when you are driving and you figure in an accident because of your own fault? Your liability coverage will pay for the damage or injury that you may have caused. However, expect your insurance company to increase your premium rates or impose surcharges on your premium rates.

– Personal Injury Protection. This is currently referred to as “First Party Benefits” and is also made mandatory by Pennsylvania auto insurance laws. This coverage applies to injuries that the vehicle owner himself suffers from, whether the accident is caused by him or some other party. Under the law, the minimum coverage is $5,000. And because this is a no-fault type of coverage, no surcharge or increase in premiums is allowed in case you avail yourself of this.

– Collision Coverage. Unlike the first party benefits and liability coverage, collision coverage is optional. Most often, insurance companies sell policies with collision coverage as a deductible. Under this scheme, in case of a collision caused by your own fault, you will pay for the limit that you set in the policy, and then the insurance company will compensate the other party the remainder. Setting a higher deductible can mean a lower premium for you. However, this also means that you have to be ready to shell out a higher amount of money in case of a collision.

– Comprehensive Coverage. This coverage is also optional. Under this scheme, your insurance will answer for loss in case of vehicle theft or any damage from any causes. Like the collision coverage, comprehensive coverage is also offered as a deductible.

– Uninsured Motorist and Underinsured Motorist Coverage. Both are optional types of coverage. This first one insures against and loss or injury caused by a vehicle operator who is not insured. The second one applies to situations when you suffer from any damage or injury caused by another party, and the other party has a subsisting insurance policy, but is not sufficient to compensate you for the amount of loss or damage that you suffered.

BT Global Services this week laid out its vision for the next three years: its revenues to double in the USA, Japan, India and China, and £400m of annual savings, achieved through offshoring and slashing its procurement costs. £200m of this will come from a reduction in what it spends on technology from vendors on large systems integration projects.

CEO Andy Green admitted that BT had been slower than rivals such as IBM and Accenture to ramp up its offshore headcount. But he claimed that BT Global Services is thriving as the fastest-growing division within BT. He said that the division was outperforming its closest rivals, T-Systems, Orange Enterprise and AT&T Enterprise, which had all posted revenue declines for the most recent quarter. He said BT was fast becoming a familiar brand to businessmen in New York, Tokyo, Mumbai and Shanghai.

He disclosed a few revenue figures not revealed before. For the financial year ending March 2006, UK revenues rose just 2% to £5.5bn, while overseas revenues shot up 48% to £3.3bn. And of the £8.8bn total revenue, £1.6bn was captive work for its parent, while of the remaining £7.2bn, 18% came from the UK government sector and 17% from financial services. BT said it still harbours ambitions to conquer America, despite the failure of the ‘Concert‘ partnership with V in the 1990s.

In a separate story, BT announced it has chosen Chinese vendor ZTE to develop a dual-mode handset — 3G and DAB-IP — for launch by its BT Movio subsidiary next year. DAB-IP (in other words, IP over the DAB digital radio network) will enable BT Movio to broadcast four TV channels at acceptable quality to the handset. 3G will enable video-on-demand, so that the users can specify what video clips or programmes they wish to watch. UK legislation specifies that no more than 30% of the DAB spectrum can be used for non-radio purposes, so BT is lobbying for more DAB spectrum to be released, to enable higher quality video and/or more TV channels.

IBM and Cisco have announced the development of a new platform, based on Eclipse and OSGi (Open Services Gateway initiative), which should unite all communication and collaboration software developers under a single platform.

Before the UC2 (Unified Communication and Collaboration) the unified communication has suffered because of a lack of a platform to be used by all software developers, rather than a series of them and, moreover, provided by different vendors. According to Adam Gartenberg from IBM Lotus Software Group this was the main cause for this partial stagnation.

However, the UC2 is meant to ease the work of software developers. Gartenberg stated that this platform is very flexible and will certainly draw much attention form programmers. They will be able to create different plug-ins and small applications to remotely control other, major application.

The companies have also unveiled a series of their other joint projects. These project will be based on a set of application programming interface from Lotus (SameTime) and Cisco.

The add-ons planned are integration of a series of additional functions and features into the SameTime software from Lotus. Thus, in a few months, the SameTime users will benefit from such functions as click-to-call and voicemail. This will enable easier instant messaging inside the Cisco’s Unified IP phones’ system.

The fact that the platform will be based on Eclipse will make the numerous developers create many communications services, mainly for remote users to benefit from a series of new functions of ERP and CRM applications.

Nortel Networks – a partner of Microsoft since last year and Cisco’s rival in the area – didn’t have much success in the communication services field.

As for Microsoft, the experts are waiting for the reaction of the Bill Gates’ company on the ideas and offers made by IBM and Cisco for enterprise communications and collaboration solutions.

The five largest United States banks need a total of US$74.6 billion in extra funds to increase their cash reserves, according to so-called “stress tests” conducted by regulators to determine whether the banks have enough capital to survive the ongoing recession.

“Our hope with today’s actions is that banks are going to be able to get back to the business of banking,” said Timothy Geithner, the US Treasury Secretary.

The results of the stress-test determined that Bank of America was the bank most at risk, needing $33.9 billion. Wells Fargo will require an additional $13.7 billion, while GMAC needs $11.5 billion.

Seven other banks failed the “stress test”, including: Citigroup, Morgan Stanley, Regions Financial, SunTrust Banks, KeyCorp, Fifth Third Bancorp, and PNC Financial Services.

Nine other banks that underwent stress tests, such as Goldman Sachs, JPMorgan Chase, Bank of New York Mellon, MetLife, American Express, State Street, BB&T, US Bancorp and Capital One Financial, were found to have enough capital in case the recession deepens.

Those banks that need extra money will be set a June 8 deadline to draw up their plans to raise the additional capital and have regulators approve them.

Peter Costello, Australian treasurer and the man most likely to succeed Prime Minister John Howard as Liberal party leader has thrown his support behind a nuclear power industry in Australia.

Mr Costello said that when nuclear power generation becomes economically viable, Australia should pursue its use. “If it becomes commercial, we should have it. That is, there’s no in-principle objection to nuclear energy” Mr Costello said.

Mr Costello said that nuclear energy was clean and safe, provided waste was dealt with. “Nuclear energy is an efficient form of energy. Provided you deal properly with the waste, then it’s safe,”

“It has much less greenhouse emissions than coal.” Mr Costello said.

Long time environmentalist and Labor party member for Kingsford Smith, Peter Garrett said that the government were only discussing nuclear energy to cover up its inaction on climate change.

“When really, when you look seriously at what is going on here, Australia needs to make a decision about why we are not addressing climate change and find those necessary alternatives that will make up the energy mix” he said.

Mr Garrett said that it was a “farce” that PM Howard leaves the US and suddenly becomes pro-nuclear. “It’s more than hypocritical, it’s a farce for the Prime Minister to come back from America and suddenly become born again for nukes” he said.

Federal Environment Minister, Ian Campbell rejected Mr Garrett’s claims that the government has ignored climate change and renewable energy, but said that nuclear power needed to be considered. He denied that the debate on nuclear power is a cover-up.

“We need to look at all of the options, not have this false debate about renewables versus coal or coal versus nuclear” he said.

“We need everything and we need to do it very well and that’s how we will secure Australia’s future.” Mr Campbell said.

The federal opposition’s environment spokesperson, Anthony Albanese said today that Mr Howard’s viewws were stuck in the past and were not in the best interests of Australia.

However, Mr Albanese said Mr Howard’s views were retrospective and not in Australia’s best interest.

“This is classic John Howard whether it be the GST, whether it be the extreme industrial relations agenda, or whether it be this nuclear fantasy which will become Australia’s nightmare – John Howard always returns to the past” Mr Albanese said.

“For John Howard to say that there hasn’t been a debate on nuclear energy would suggest that he went to sleep in the 50s and he’s just woken up.”

Mr Albanese claims that the high cost and safety concerns surrounding nuclear energy outweighed any benefits. “The problems of cost, safety, waste disposals and nuclear proliferation in the climate of terrorism are more acute today than they’ve ever been.” he said.
